Romantic poetry can mean a lot of different things to a lot of different people. Whether you're talking about the formal romanticism movement in poetry, or more of the general spirit of romantic poetry, at the core, you're still talking about the same thing.
If you ask a hundred people their definition of poetry, you might be surprised at how many different answers you get. The same is true when you put the word romantic in front of it. Some see it as sappy and sentimental, while others see it as sweet and sugary, and others find it passionate and exciting. However you look at it, though, it's just a label put on certain types of poems.
In general, romantic poems are filled with emotion and don't bind themselves to rigid rules or structures. That's not to say that there's no structure, but the original romanticism movement sought to break away from the prevailing thoughts on poetry. Today, the modern romantic poets try to carry on that tradition.
Romantic poetry can also refer to poems that are romantic or centered around love in general. When you say the phrase, you should know whether you're trying to convey the historical poetry movement or the style or genre of poetry. While the two are connected in many ways, there are certain subtle differences.
In general romanticism is a movement that deals with nature in a spectacular way, filled with passion and emotion. The movement tried to break away from movements of the past and the fact that the Industrial Revolution was happening around the planet. Some say the romanticism movement is alive and well today.

As I mentioned, when it comes to romantic poetry, it really depends on who you're asking. There are generally accepted poems in the literary canon that are considered romantic, though.
